What is a reasonable daily quota for qualified sales leads?

I am responsible for generating new membership for a Chamber of Commerce. Geneerally, I try to visit 10-15 businesses a day, but now I'm being asked to provide 20 qualified sales leads daily. This means a name, and a agreement to at least talk further. Is this reasonable?

If this is phone sales, it seems reasonable, but it seems a stretch for in person calls. I would think 2 or 3 leads/ day would be great.
BTW, why aren't you selling the chamber membership while you're there? It seems a waste of time.
